  1.0编制目的及适用范围: Purpose for Preparation and Scope of Application

 1.1

 本规定适用于上海SECCO 90x104t/a乙烯项目(以下简称SECCO项目)的现场施工质量管理工作。 These stipulations are applicable to the site construction quality management of Shanghai SECCO 90x104t/a Ethene Project (hereinafter referred to as SECCO project).

 1.2 本规定是为了明确SECCO项目的现场施工质量管理工作的职责、工作内容、工作流程、方法以及设计、采购、施工的协调,推行现代化、科学化、规范化的项目管理模式而编制的。

 These stipulations are prepared for the purpose of defining the responsibilities, working contents, operating process and procedures for the site construction quality management of the SECCO project and for coordination among the design, procurement and construction, so as to pursue the modernized, scientific and standardized mode for project management.

 2.0 编制原则 Principles for Preparation

 2.1

 本细则在项目质量管理目标合理分解、项目质量管理组织已经确立的前提下,以项目的规律效应性和操作实用性为原则编制的。 These rules are prepared on the principle of the law effectiveness and operating practicability of the project, under the precondition that the objectives of the project quality management have been reasonably decomposed and the organization of project quality management has been established.

 2.2 本细则注意到质量检验评定中工程划分与WBS分解结构在施工管理中的内在联系,我们强调将两者的划分尽量统一。

 These rules have given full attention to the inherent links between the project component division in the quality inspection and evaluation and WBS decomposed structure in the construction management. We emphasize that the two divisions should be unified as far as possible.

 2.3

 为加强主动控制的力度,本细则建议建立专业施工管理台帐,将施工质量控制纳入现场施工管理体系,专业工程师应参加重要的材料和设备的招标订货会议,了解产品质量、合同技术要求、厂家售后服务及到货情况。以便在施工管理台帐中列出每月到货清单,使材料报检及工程报检工作系统化。 In order to strengthen the power of active control, it is recommended by these rules that a specialized construction management record book is established to integrate the construction quality control into site construction management system. It is also suggested that specialist engineers should participate in the bidding and ordering meetings for important materials and equipment to get acquainted with the product quality, the technical requirements of the contract, after-sale service provided by manufacturer and the delivery status. And then it is possible to put the monthly goods-arrival list in the construction management record book and to realize the systematization of material acceptance and engineering inspection procedures.

 中国政府法规、SECCO项目规定、标准和规范(包括国内的和国外的): Laws and regulations issued by Chinese government and the stipulations, standards and codes of SECCO project (including home and foreign ones):

 当在项目执行过程中,中国政府法规、SECCO项目规定及标准、规范间有矛盾时,执行的顺序应当是:中国政府法规、SECCO项目规定、标准和规范要求。 When a conflict occurs in the process of project implementation between the laws and regulations issued by Chinese government and the stipulations, standards and codes of SECCO project, the priority order for implementation should be firstly the laws and regulations issued by Chinese government and then the requirements of the stipulations, standards and codes of SECCO project.

 5.0专业技术经理与专业工程师

 Specialist Technical Manager and Specialist Engineer

  5.1

 专业技术经理 Specialist technical manager

  5.1.1负责分管专业的施工技术与施工质量的管理工作; To be responsible for the construction technical and quality management of the specialty he/she is assigned to take charge of;

 5.1.2 指导专业工程师的工作,监督和支持设计、采购、施工、监理、检测承包商的有关工作; To give instructions to the specialist engineer, to supervise and support the design, procurement, construction and supervisory management and to check the contractor’s work.

 5.2

 专业工程师 Specialist engineer

 5.2.1 各包专业工程师是由建设部核心组派出,直接接受专业技术经理的指导和考核,同时在各项目包接受各施工经理的领导。 Specialist engineers of different component packages are sent by the core group of the Ministry of Construction and directly subject to the instruction and examination made by the specialist technical managers. At the same time they should be under the leadership of the construction managers of the respective component packages.

 5.2.2 各包专业工程师在项目执行过程中所发生的重要技术变更及工程量确认,向施工经理汇报的同时应抄报建设部核心组专业技术经理。 The specialist engineer of a package shall report to the construction manager about the major technical changes and engineering volume verification in the process of project implementation and simultaneously send a duplicate to the specialist technical manager of the core group in the Ministry of Construction.

 5.2.3 各包专业工程师的专业技术及质量周报、月报和工作报告,向施工经理汇报的同时应抄报建设部核心组专业技术经理。 The technological information of the package specialist engineer, as well as the quality weekly report, monthly report and working report shall be submitted to the construction manager and a copy shall be simultaneously made to the specialist technical manager of the core group, Ministry of Construction.

 6.0 HSE

 6.1

 HSE要求 HSE requirements

 详见SECCO的HSE文件 Refer to SECCO HSE document for details.

 6.2

 SECCO 项目中,无论业主还是承包商都应遵守和执行SECCO的HSE文件要求,专业工程师在具体的工作中应协助HSE工程师落实和监督SECCO的HSE规定。 In SECCO project, both the Client and contractor should observe and follow the requirements of SECCO HSE document. The specialist engineer should assist HSE engineer in the implementation and supervision of SECCO HSE stipulations in the specific work.

 7.0施工过程中工程施工质量的控制 Quality Control in the Process of Construction

 7.1

 主要依据 Main basis

 7.1.1各承包合同条件及项目前期技术函件 Various contract conditions and technical correspondence at the initial phase of the project;

 7.1.2图纸、相关设计文件 Drawings and relevant design documents;

 7.1.3规范及检验、试验标准 Codes and standards for inspection and test;

 7.1.4项目施工质量计划 Construction quality plan of the project.

 7.2 熟悉现场管理体系、建立工作接口 Acquaintance with site management system and establishment of working interface

 7.2.1 专业工程师应了解行业质量监督制度,熟悉本次项目的监督机构---中石化质量监督总站发布的质量监督方案,在制定工程质量控制点时,应将质量监督方案及质量评定的要求纳入质量管理体系。 A specialist engineer should be acquainted with quality supervision system of his/her specific industry and familiar with the quality supervision program issued by the supervisory institution of this project, i.e., Chinese Petrochemical Quality Supervision Station. When quality control points are set up, the quality supervision program and the qualification requirements should be included in the quality management system.

 7.2.2专业工程师应充分了解工程监理制度,熟悉监理规划及监理实施细则内容。 A specialist engineer should fully know the project supervisory management system and be familiar with the contents and provisions in the supervisory management plan and the supervisory management implementation detail rules.

 7.2.3 采购质检接口:理顺管理体系,加强组织互动,专业工程师应与采购质检工程师和采购工程师密切合作,及时了解材料、配件到货情况及抽检计划。Interface of procurement to quality inspection: To rationalize the management system and strengthen the organizational interaction, a specialist engineer should make a close cooperation with the procurement quality control engineer and procurement engineer, timely get information on material and accessory arrival and make a spot check according to the plan.

 7.2.4 专业工程师应熟悉各承包商项目组织机构,质量管理体系,应注意考察各承包商质量管理体系的效力及执行能力能否满足质量管理要求。SECCO各项目专业工程师重点考察的内容如下: A specialist engineer should be familiar to the project organizational structure and quality management system of various contractors, and especially investigate whether the effectiveness and implementing ability of their quality management systems can satisfy the project quality management requirements. For SECCO specialist engineers in their investigation, focus should be put on following aspects:

 7.2.4.1

 管道组成件的管理与发放制度,应注意发放的材料记录是否完整,能否保证材料跟踪的要求。 Rules and regulations for pipe components management and giving-out. Attention should be paid to whether the records for the given-out materials are complete and meet the material follow-up requirements.

  7.2.4.2

 焊条烘干及发放制度 Rules and regulations for welding electrode drying and giving-out

 7.2.4.3

 是否具备阀门试验设备,光谱分析仪,漆膜测厚仪,测厚仪、电火花检测仪、风向仪。焊条烘干及保温设备是否完好,其相关仪表是否完好等。 Make sure that the valve testing equipment, spectroscopic analyzer, paint-film gauge, gauge meter, electric-spark detector and anemoscope are available, welding electrode drying and insulating facilities are intact and relevant instruments in good condition.

 7.2.4.4

 完整详细的标识体系。应注意审查下列碳素钢管道应有不同的色标: Complete and detail identification system. Care must be taken to check that following carbon steel pipes should have different color scheme:

 GB/T8163《输送流体用无缝钢管》 GB/T8163 <Seamless steel pipes forLiquid Service>; GB9948《石油裂化用无缝钢管》 GB9948 <Seamless steel pipes for Petroleum Cracking >; GB6479《化肥设备用高压无缝钢管》 GB6479 <High-Pressure Seamless steel tubes for chemical fertilizer equipment>; GB5310《高压锅炉用无缝钢管》 GB5310 <Seamless steel tubes and pipes for high pressure boiler>; GB/T3092《低压流体输送用焊接钢管》 GB/T3092 < Welding steel pipes for transferring low pressure fluid>.

 7.3 技术准备 Technical Preparations

 7.3.1 熟悉图纸及设计文件,掌握设计意图,施工要求、技术措施和注意事项;熟悉施工平面布置,“七通一平”及地下障碍物情况资料。 Get familiar with the drawings and design documents and understand the design intention, construction requirements, construction measures and caution matters; get familiar with the layout of the floor plan, the “seven ‘accessible’ and one ‘flat’” (for the infrastructure, such as accessible to water, electricity, etc, and the leveling of the ground) and the information about underground obstacles.

  7.3.2 整理工程内容、工程量、工作量,收集材料订货清单,着手编制施工管理台帐(附件1)及管道工程实物量表(附件2),制定月质量检验计划。 Sort out the project contents, project volume and workload and collect the list of material orders; and draw up Construction Management Record Book (Appendix 1) and Physical Quantity Sheet for Pipeline Project (Appendix 2) and work out monthly quality inspection plan.

 7.4 组织设计交底 Organization Design Briefing

 管道工程的设计交底,一般包括下列内容: The design briefing of piping engineering generally comprises the following contents.

  7.4.1设计规模、工艺流程及有关设备; Design Scale,

 Process Flow and Relevant Equipment

  7.4.2平面布置;

 Plot Plan

 7.4.3 工程特点、特殊技术要求、施工标准及验收规范; Project Features, Special Technical Requirements, Construction Standards and Acceptance Code

 7.4.4 特殊管道材料,新材料、新技术的应用有无问题; Application of Special Piping Materials, New Materials and New Technology

  7.4.5管道工程量 Workload of Piping Construction.

  7.5 图纸与设计文件会审 Joint Check-up of Drawings and Design Documents

  图纸会审应在熟悉设计资料及技术条件的基础上进行,主要应审查下列内容: The joint check-up of drawings must be conducted on the basis of the familiarization of design documents and technical conditions. The followings are the main contents to be checked:

  7.5.1 图纸及其他设计文件是否齐全;设计深度是否满足施工要求,设计是否漏项; Make sure if the drawings and other documents are intact, the designing depth meet the construction requirements and the design has any omission;

  7.5.2 图纸说明书一览表等相关内容是否一致; Make sure if the drawings, the instruction manual, the datasheet and other relevant documents are consistent from each other;

 7.5.3 管道平面图与管段图是否相符;规格、材质、型号、数量设计参数等有无矛盾;管道布置在空间上有无碰撞; Make sure if the Piping Layout drawings and the isometrics drawings are consistent from each other, any contradiction in specification, material, model, quantity and design parameter exists and any conflict of piping in the space occurs;

 7.5.4 管道与其他专业的设施在空间上有无矛盾,如工艺管道与通风、电气、仪表、给排水、采暖消防等专业的设施是否协调; Make sure if the conflict between the piping and other professional facilities, such as the facilities for ventilation, electricity, instruments, water supply and drainage, heating and fire control, occurs.

  7.5.5 管道与设备接口的标高、坐标、方位及管口尺寸、压力等级是否相符; Make sure if the elevation, coordinate, direction, diameter of pipe orifice and pressure rating of the pipes that is connected with the relivetion equipment are in conformity;

 7.5.6 设计选用的施工标准及技术要求是否可行; Make sure if the construction standard and technical requirements adopted in the design are practicable.

  7.5.7 设计是否漏项。 Make sure if the design has any omissions.

  7.5.8 图纸专业会审后,有关人员还应参加图纸综合会审,解决管道专业与其他专业之间在图纸上的不协调问题,商定主要施工程序,协调个专业间的轿车配合施工问题。 After the specialized joint check-up of the drawings, the relevant personnel should also participate in the general joint check-up of drawings to solve the inconsistence problem in the drawings between piping discipline and other discipline, decide the main construction procedure and coordinate the use of cars in different constructions.

  7.5.9一般设计交底和图纸会审同时进行,会议应编写会议纪要。召开会议应通知质量监督站、监理公司、施工单位等单位参加。 The general design briefing and joint check-up of drawings shall be conducted at the same time. Conference minutes shall be kept. Notices for convening conference shall be sent to Quality Supervision Station, Supervision Company and various construction units.

  7.6

 审查施工组织设计和施工方案 Check-up of Construction Organization Design and Construction Plan

 7.6.1 审查施工单位的质量保证体系是否健全。要审查质量保证体系中质量方针、目标和职责并在质量保证体系中通过质量策划、质量控制、质量保证和质量改进使其实施的全部管理智能的所有活动。审查组织机构、程序、过程和资源情况是否能满足要求; Check if the quality assurance system of the construction units are in proper status; check the quality principles, targets and responsibilities of the quality assurance system and improve all administrative activities that facilitate the implementation of the quality assurance system through quality planning, quality control, quality guarantee and quality improvement; check if the organization structure, programs, processes and resources meet the requirements;

  7.6.2 审查是否有可靠技术和组织措施; Check if the technology and organization measures are reliable;

 7.6.3 审查施工单位对重点分部(分项)过程是否有施工工法文件; Check if the construction units have legitimate documents for the construction of major sections and sub-sections.

  7.6.4 审查对新技术、新材料的应用情况; Check the application of new technology and new materials;

 7.6.5 审查是否制定了施工质量通病技术措施; Check if the technical measures for the common construction quality problems are formulated;

  7.6.6 审查材料、制品试件的取样及试验方法或方案; Check the spot-check and experimenting method or solution of materials and testing products;

 7.6.7 审查施工单位的成品保护的方法; Check protection method for the finished products of the construction unit;

  7.6.8 审查是否编写施工过程中的标识规定; Check if a regulation for the marks during the construction process is prepared; 7.6.9审查施工单位实验室的资质; Check the qualifications of the laboratories of the construction units;

  7.6.10审查施工单位投入的检测设备是否能满足要求; Check if the testing equipment of the construction unit can meet the requirements;

  7.6.11审查施工单位投入的施工机具能否满足工程质量要求; Check if the construction equipment employed by the construction units can meet the construction quality requirements.

  7.6.12审查施工单位对《施工关键、特殊工序管理的规定》; Check the Regulation for the Management of the Key and Special Work Processes for the Construction of the construction unit;

  7.6.13审查施工单位的质量报表、质量事故报告制度是否完善。 Check if the quality report and quality accident report system are complete.

  7.7 施工过程的质量控制点的制定和检查程序 Procedures for the Establishment and Inspection of Quality Control Points in the Construction Process

  7.7.1制定质量控制点:SECCO工程项目的施工的质量管理采用A、B、C三级控制,每一级别质量控制点的控制内容可根据具体工程情况和结构特点制定。在控制点中尽量明确其操作方法、检查制度、工作流程、工作内容及填写表格。每检查完一项就要按照有关要求填写有关表格,检查与签署同步,要求施工承包商认真填写。 Establishment of Quality Control Points: the construction quality control of SECCO’s projects adopt a three-level rating system, namely, the three levels of A, B and C. The control contents of the quality control points at each level are determined according to the specific construction situation and structural features. The operation methods, inspection regulation, working flow, working contents and forms to be filled in must be prescribed as precisely as possible. Relevant forms must be filled in according to the relevant requirements upon the completion of each inspection item. The inspection process shall be simultaneously conducted along with the signing process. The construction contractor must fill in the forms seriously.

 7.7.2质量控制点检查程序:施工承包商按A、B级质量控制点的控制内容,应提前24小时书面通知SECCO各项目专业工程师和监理工程师。书面通知应包括:单位工程名称,检查内容及部位、检查时间和地点。SECCO各项目专业工程师应及时对通知内容进行检查并对质量状态进行判定,视具体情况有权对该部位作出停工、返工和继续检查的决定。 Procedures for the Inspection of Quality Control Points: The construction contractor must inform, in written form and 24 hours in advance, the specialized engineers and supervision engineers of various construction tasks of the control items to be conducted in A-level or B-level Quality Control Points. The written notice must include the name of the construction project, the inspection items and parts, the inspection time and places. The specialized engineers of various projects of SECCO must timely examine the contents of the notice and judge the quality status of the project and have the right to make decisions, according to the specific situation, concerning whether to stop or redo the work or to continue the inspection to the given part.

  7.7.3 检查记录:所有质量控制点都填写检查记录(即填写共检表)和工程建设交工技术文件 (SH3503-2001)中的有关表格,其中填写的有关工程建设交工技术文件 (SH3503-2001)中的有关表格由各施工承包商保存,编写交工技术文件时进入交工资料中。工程建设交工技术文件不包含的应返回SECCO各项目专业工程师备查;C级控制点属于各施工承包商自检内容,由各施工承包商组织进行,填写书面记录作为交工资料或分项工程质量评定的依据。SECCO各项目专业工程师保留对C级控制点的抽查权,并保留抽查记录。 Inspection Records: All Quality Control Points must keep an Inspection Record (or Joint Inspection Record) and relevant forms specified in the Technical Document for the Handover of Project Construction Work (SH3503-2001). The relevant forms specified in the Technical Document for the Handover of Project Construction Work (SH3503-2001) must be kept by various construction contractors and be put into the work handover documents when preparing Technical Documents for Work Handover. The documents not specified in the Technical Document for the Handover of Project Construction Work must be returned to the specialized engineers of various projects of SECCO for reference. The C-level control points are items to be inspected by various construction contractors themselves. Written records in this respect must be made to function as Handover Work Documents or the basis for the evaluation of the quality of sub-projects. Specialized engineers of various projects of SECCO reserves the right to make spot-check for the C-level Control Point and reserves the spot-check records.

  7.7.4管道组成件现场质量问题处理程序 Handling procedure for on-site quality problems of piping components.

 7.7.4.1在管道预制、安装阶段,各承包商现场施工人员一旦发现管道组成件存在质量问题,应立即停止施工。 During the piping fabrication and installation stage, once discovering any quality problem in the piping components, the site construction personnel of the contractors must immediately stop the construction.

  7.7.4.2 标记缺陷位置,查对标识并保存缺陷样品,及时以口头或书面形式向SECCO各项目专业工程师报告。 Mark positions of flaws, check the marks and reserve flawed samples, and make timely report to the specialized engineers in oral or written form about the flaws.

  7.7.4.3 SECCO各项目专业工程师负责通知采购质检工程师,采购负责与制造厂家联系。 Specialized engineers of various projects of SECCO are responsible for notifying the quality inspection engineer for procurement to contact the manufacturer.

  7.7.4.4 SECCO各项目专业工程师、质检工程师负责确定管道组成件名称、区号、管段图号、制造厂家、产品标识、缺陷性质、责任、处理方法、深度和处理范围。 Specialized engineers and quality inspection engineers of various projects of SECCO are responsible for confirming the name of the piping components, zone number, isometrics drawing number, manufacturer, product mark, nature of flaw, responsibility, handing method, handling depth and handling scope.

  7.7.4.5当对缺陷的性质、责任、处理方法、处理深度、处理范围的意见发生分歧时应召开专题会议讨论解决,并向专业技术经理汇报,会议应形成纪要,并抄送核心组各有关领导,对会议纪要的决定要逐条落实。 In the event that disagreements occur as to the nature of the flaw, the responsibility, handling method, handling depth and handling scope, special meetings must be held for discussion and solution, the report must be made to the specialized technology manager, and minutes must be prepared to send to various relevant leaders of the center group. The decisions made in the meetings must be carried out.

  7.7.4.6 处理范围应明确:制造厂家、合同号、出库时间、安装队(组)、是否预组装、是否探伤、产品标识、材质、规格、数量、位置(区号、管段图号),需要施工承包商处理的问题由SECCO各项目专业工程师具体负责。 The handling scope must specify the manufacturer, contract number, ex-warehouse time, name of the installation team or group, whether the pipe is preassembled, whether any flaw detection has been made, the product mark, material, specification, quantity, location (zone number, isometrics drawing number). Problems to be handled by the construction contractors must be placed under the responsibility of various specialized engineers of SECCO.

  7.8 施工过程中的质量控制 Quality Control During the Construction Process

  7.8.1原材料的检查与验收原则: Principles for the Inspection and Verification of Raw Materials

 7.8.1.1 对于EPC总承包的项目 Projects under EPC General Contracting

 7.8.1.1.1

 SECCO要求,材料在EPC承包商自检合格进入SECCO工地前,在现场或SECCO认为合适的其它地方,由SECCO各包专业工程师组织SECCO考察确定的第三方检测单位对材料进行抽查复验; According to the requirements of SECCO, before materials enter SECCO construction site after passing the self-inspection of EPC contractor, they must be subject to the spot-check of any third party designated by specialized engineers of SECCO at the construction site or any other place that SECCO thinks appropriate.

  7.8.1.1.2 抽样若有一件不合格时,必须按原规定数加倍抽检,若仍有不合格,则该批管道组成件不得使用,并应做好标记和隔离。这时所发生的费用则由EPC承包商承担; If one sample fails to pass the test, the number of materials to be checked must be doubled. If any other samples prove to be unqualified, the whole batch of the piping components must not be used and must be marked and separated. The costs incurred this way shall be borne by the EPC contractor;

  7.8.1.2 对于EP承包的项目, Projects under EP Contracting

 7.8.1.2.1 SECCO要求,材料在EP承包商自检合格进入SECCO工地前,在现场或SECCO认为合适的其它地方,由SECCO各包专业工程师组织SECCO考察确定的第三方检测单位对材料进行抽查复验; According to the requirement of SECCO, before materials enter SECCO construction site after passing the self-inspection of EP contractor, they must be subject to the spot-check of any third party designated by specialized engineers of SECCO at the construction site or any other place that SECCO thinks appropriate.

  7.8.1.2.2 抽样若有一件不合格时,必须按原规定数加倍抽检,若仍有不合格,则该批管道组成件不得使用,并应做好标记和隔离。这时所发生的费用则由EP承包商承担; If one sample fails to pass the test, the number of materials to be checked must be doubled. If any other samples prove to be disqualified, the whole batch of the piping components must not be used and must be marked and separated. The costs incurred this way shall be borne by the EP contractor;

 7.8.1.3 对于其他项目 Other Projects

 7.8.1.3.1

 SECCO要求,材料在采购方验收合格进入SECCO工地前,在现场或SECCO认为合适的其它地方,由SECCO各包专业工程师组织SECCO考察确定的第三方检测单位对材料进行抽查复验; According to the requirement of SECCO, before materials enter SECCO construction site after passing the self-inspection of the purchaser, they must be subject to the spot-check of any third party designated by specialized engineers of SECCO at the construction site or any other place that SECCO thinks is appropriate.

  7.8.1.3.2 抽样若有一件不合格时,必须按原规定数加倍抽检,若仍有不合格,则该批管道组成件不得使用,并应做好标记和隔离。这时所发生的费用则由SECCO承担; If one sample fails to pass the check, the number of materials to be checked must be doubled. If any other samples prove to be unqualified, the whole batch of the piping components must not be used and must be marked and separated. The costs incurred this way shall be borne by SECCO;

  7.8.2 管子抽检的内容和比例 Contents and Percentage of Pipe Spot-check

 7.8.2.1 管子抽检的比例: Percentage of Pipe Spot-check:

 SHA、SHB及低温管道,每批(指同批号、同炉号、同材质、同规格)抽不少于2 % 且不少于一根; No less than 2% or no less than 1 pipe of each batch of SHA, SHB and low-temperature pipes of the same batch number, same furnace number, same material and same specification shall be spot-checked.

  7.8.2.2 管子抽检的内容: Contents of Pipe Spot-check:

 7.8.2.2.1管子质量证明书的内容: Contents of Pipe Quality Certificate:

 (1) 产品标准号; Product Standard Number;

 (2) 钢的牌号; Steel Brand;

  (3) 炉罐号、批号、交货状态、重量和件数; Furnace Tank Number, Batch Number, Delivery Condition, Weight and Number of Pieces;

 (4) 品种名称、规格及质量等级; Description, Specification and Quality Rating;

  (5) 产品标准中规定的各项检验结果; Various Testing Results Specified in the Product Standard;

 (6) 技术监督部门的印记。 Seals of Technical Supervision Department;

  7.8.2.2.2 管子标志应符合下列要求 Pipe mark must conform to the following requirements:

  (1) 外径大于或等于36mm的钢管每根应有印记。印记一般包括钢号、产品规格、产品标准和供方印记等。合金钢管还有炉号批号; Every steel pipe with an exterior diameter greater than or equal to 36mm must have marks. The marks generally include the steel number, product specification, product standard and seal of the supplier etc. Alloy steel pipe must have furnace number and batch number.

  (2)

 成捆或装箱钢管每捆或每箱应有标牌,标牌应注明供方商标(或印记)、钢号、炉罐号、批号、合同号、产品标准号、重量、根数、制造日期和技术监督部门的印记; Every bale or case of baled or cased steel pipes must be labeled. The label shall indicate trademark or seal of the supplier, steel number, furnace tank number, batch number, contract number, product standard number, weight, pipe quantity, date of manufacture and seal of the technical supervision department.

  (3)

 无钢号标志的钢管应有色标。 Steel pipes without steel number mark must have color code.

  7.8.2.2.3 管子外观检查 Pipe Appearance Inspection

  管子在使用前应进行外观检查,其表面应符合下列要求: Pipes must be subject to appearance inspection before they are used. Their appearances must conform to the following requirements:

 (1) 无裂纹、缩孔、夹渣、折叠、重皮等缺陷; There must be no cracks, shrinkage cavities, mixed dregs, folds, double skins and other flaws.

 (2) 锈蚀、凹陷及其它机械损伤的深度,不应超过产品相应标准允许的壁厚负偏差; Depth of rusts, pits and other mechanic damages must not exceed the permitted negative tolerance of wall thickness specified by the relevant standard.

  (3) 螺纹、密封面、坡口的加工精度及粗糙度应达到设计要求或制造标准; Processing precision and coarseness of screw threads, sealing faces and grooves must conform to the design requirements or manufacturing standard;

 (4) 有产品标识 There must be product markings.

  7.8.2.2.4 管子的无损检验 Non-Destructive Inspection

 管子的无损检验的要求,依管道类别,按设计文件规定和相关规范标准进行。并应满足SECCO《无损探伤和检测实施管理办法》。 The non-destructive inspection of the pipes must be conducted according to the provisions of the design documents and relevant specifications and standards, and must comply with SECCO’s Regulation for the Implementation and Management of Non-Destructive Detection and Inspection.

  7.8.2.2.5 合金钢管道的关键合金成分,应采用快速光谱分析或其它方法复查。 The key alloy components of the alloy steel pipe must be inspected through the approach of quick spectrum analysis or other methods.

 7.8.2.2.6 抽样若有一件不合格时,必须按原规定数加倍抽检,若仍有不合格,则该批管道组成件不得使用,并应做好标记和隔离。 If one sample fails to pass the test, the number of materials to be checked must be doubled. If any other samples prove to be unqualified, the whole batch of the piping components must not be used and must be marked and separated.

  7.8.3其他管道组成件抽检的内容和比例, Spot-check Contents and Percentage of Other Piping Components

 7.8.3.1 管道组成件抽检的比例: Spot-check Percentage of Piping Components:

 SHA、SHB及低温管道,每批(指同批号、同炉号、同材质、同规格)抽不少于2 % 且不少于一个; No less than 2% or no less than 1 pipe of each batch of SHA, SHB and low-temperature pipes of the same batch number, furnace number and of the same material and specification shall be spot-checked.

  7.8.3.2 管道组成件抽检的内容: Spot-check Contents of Piping Components:

 7.8.3.2.1 对管道组成件的产品质量证明书,应进行核对,且下列项目应符合设计要求: Product quality certificate of piping components must be verified, and the following items must conform to design requirements.

  (1) 化学成分及力学性能; Chemical components and mechanical performance;

  (2) 合金锻件的金相分析结果; Results of metallographic analysis for the alloy forgings;

 (3) 热处理结果及焊缝无损检验报告; Results of heat treatment and welding seam non-destructive inspection report;

  (4) 若对质量证明书的特性数据有异议,应及时追溯到制造单位。异议未解决前,该批产品不得使用。 Efforts must be made to trace to the manufacturer for the clarification of doubts regarding the performance data in the quality certificate. Before such doubts are settled, the batch of products in question must not be used.

  7.8.3.2.2 管道组成件的无损检验: Non-Destructive Inspection of Piping Components

  管道组成件的无损检验的要求,依管道类别,按设计文件规定和相关规范标准进行。并应满足SECCO《无损探伤和检测实施管理办法》。 According to the requirements, the non-destructive inspection of piping components must be conducted according to the provision of design documents and relevant specifications and standards and must comply with SECCO’s Regulation for the Implementation and Management of Non-Destructive Detection and Inspection.

 7.8.4阀门的检验与试验(包括管道视镜、过滤器及阻火器检验) Valve Inspection and Experiment (Including the inspection of pipe signt glass, strainer and flame arrester)

 7.8.4.1 阀门抽检的比例: Valve Spot-check Percentage:

 SHA、SHB及低温管道阀门及合金钢阀门,每批可按不少于2%且不少于三个进行抽检; No less than 2% or no less than 3 of each batch of SHA, SHB and low-temperature pipe valves and alloy steel valves shall be spot-checked.

  7.8.4.2 阀门抽检的内容: Valve Spot-check Contents:

 7.8.4.2.1 阀门的产品质量证明文件应有如下内容: The quality certifying document of the valves must have the following contents:

  (1) 制造厂名称及出厂日期; Name of manufacturer and date of production;

 (2) 产品名称、型号及规格; Name, model and specification of the product;

 (3) 公称压力、公称通径、适用介质及适用温度; Nominal pressure, nominal diameter, applicable media and temperature.

  (4) 依据的标准、检验结论及检验日期; Complied standard, inspection results and inspection date;

 (5) 出厂编号; Ex-works serial number;

 (6) 检验人员及负责检验人员签章。 Seals of the inspector and responsible inspection person.

  7.8.4.2.2 阀门的无损检验按SECCO和设计规定执行,SECCO和设计未明确规定的,按相关规范和标准执行。 The non-destructive inspection for valve shall be implemented according to SECCO’s design provisions. In the event that SECCO’s design does not give specific instruction, the relevant specifications and standards shall be complied.

  7.8.4.3 若阀门抽检时有一件不合格,必须按原规定数加倍抽检,若仍有不合格,则该批阀门不得使用,并应做好标记和隔离。 If one sample fails to pass the test, the number of materials to be checked must be doubled. If any other samples prove to be unqualified, the whole batch of thevalves must not be used and must be marked and separated.

 7.8.6 管道防腐 Piping corrosion prevention

  7.8.6.1 埋地钢质管道包覆及涂层要求参见SECCO规定SD-00-TSC-PP-0003。 Requirements for Underground steel piping coating and cladding refer to SECCO's regulation of SD-00-TSC-PP-0003.

 7.8.6.2 钢管道石油沥青及环氧煤沥青涂料外防腐层,雨期、冬季施工应符合下列规定: The application of Petroleum bitumen and epoxy coal tar paint as anticorrosive coating of steel piping in rainy days and/or winter season shall adopt the following regulations:

 (1) 当环境温度低于5℃时,不宜采用环氧煤沥青涂料,当采用石油沥青涂料时,应采取冬季施工措施;当环境低于-15℃或相对湿度大于85%时,未采取措施不得施工。 Epoxy coal tar paint is not allowed to use when ambient temperature is lower than 5 0C, and the measures for winter construction should be taken in the case of petroleum bitumen paint. No construction is allowed without any measures when ambient temperature is lower than -150C or relative humidity is larger than 85%.

 (2) 不得在雨、雾、雪或5级以上大风中露天施工。 No construction is allowed in the open air when it is raining, foggy, snowy or windy above grade 5.

 (3) 已涂石油沥青防腐层的管道,炎热天气下,不宜直接受阳光照射;冬季当气温低于沥青涂料脆化温度时不得起吊、运输和铺设。脆化温度试验应符合现行国家标准石油沥青脆点测量法《石油沥青脆点测量法》的规定。 The pipe coated with petroleum bitumen shall not withstand direct light in an extreme hot weather. No lifting, handling and laying is allowed for pipes coated with petroleum bitumen in winter season when the ambient temperature is lower than the brittle point of bitumen. Brittle point test shall comply with the current national measurement standard for bitumen brittle point, "petroleum bitumen brittle point measurement".

 7.8.6.3 环氧煤沥青涂料,宜采用双组份、常温固化型的涂料,其性能符合国家现行标准《埋地钢制管道环氧煤沥青防腐层技术标准》中规定的指标。 It is recommended to use dual components, solidified at ambient temperature paint in case of epoxy coal tar paint. Its performance shall comply with the indices in current national standard "technical standard for buried steel pipe with anticorrosive coating of epoxy coal tar".

 7.8.7 管道的预制加工工艺 Pre-fabrication process for pipe

 7.8.7.1 管道安装要求参见SECCO规定 SD-00-TSC-PP-0004。 Requirement for pipe erection refers to SECCO's regulation SD-00-TSC-PP-0004.

 7.8.7.2 其他要求: Other requirements

 7.8.7.2.1 钢管切割 Steel pipe cutting

 (1) 镀锌钢管和公称通径小于或等于50mm的碳素钢管,一般宜用切管机切割; It is recommended to cut galvanized steel pipe and carbon steel pipe with nominal diameter less or equal to 50 mm with pipe cutting machine;

 (2) SHA级管道和有淬硬性倾向的管子应用锯床、车床等机械方法切割; It is advised to cut pipes of grade SHA and of hardening capacity with mechanical methods including sawing machine or lather;

 (3) 不锈钢管子应用机械或等离子方法切割; It is recommended to cut stainless steel pipe with mechanical or plasma methods.

 (4) 其他钢管可用氧乙炔焰切割。 Other steel pipes can be cut with oxygen and acetylene.

 7.8.7.2.2 坡口加工 Groove machining

 (1) SHA级管道和有淬硬性倾向的管子必须用机械方法加工。 Only mechanical method is allowed to machine pipes of grade SHA and of hardening capacity;

 (2) SHBⅠ级管道的管子宜用机械方法加工,亦可采用氧乙炔焰加工,但必须将其表面打磨平整。 It is recommended to machine pipes of SHB I with mechanical method or oxygen & acetylene. The surface must be ground and polished.

 (3) 中合金钢、不锈钢管子可用机械方法加工。用等离子方法切割时,应彻底修磨其表面。不锈钢管用砂轮切割或修磨时,应用专用砂轮片,严禁与碳钢管共用。 Use mechanical method to machine intermediate alloy, stainless steel pipe. The surface must be polished before plasma is used to cut. Dedicated abrasive wheel shall be used to cut or grind stainless steel pipe. And it is prohibited to use with common carbon steel pipe.

  7.8.7.2.3 管道坡口检验 Pipe groove Inspection

 管道坡口加工后,如有设计要求或属下列管道,应进行磁粉或渗透探伤 After the pipe groove machining, magnetic powder or penetration flaw detection shall be conducted, if required by design or pipes falling into following category.

 7.8.8 碳素钢管道焊接、热处理及质量检查 Welding, heat treatment and quality inspection for carbon steel pipe

 7.8.8.1管道的施焊环境如出现下列情况之一时应采取防护措施,否则不得施工。 Preventative measures shall be taken under the following conditions otherwise no welding is allowed:

 (1) 电弧焊焊接时,风速大于或等于8m/s; 气体保护焊焊接时,风速大于或等于2m/s Wind speed is larger or equal to 8M/S in case of arc welding; Wind speed is larger or equal to 2M/S in case of shielded welding;

 (2) 相对湿度大于90% Relative humidity is larger than 90%

 (3) 下雨或下雪。 Raining or snowy

 7.8.8.2 冬季焊接规定 Regulations for winter welding are as follows

 (1) 在下列条件下应在施焊区采取搭棚采暖措施,否则不得施焊。 No welding shall be conducted under the following situation unless a shelter is built to keep up the heat around welding area.

  7.8.8.3 遇到下列情况之一时,必须用低氢焊条,直流电焊机施焊。 Low hydrogen electrode and DC welding machine shall be used inn case of either of the following conditions:

 (1) 环境温度低于0℃; Ambient temperature reaches subzero temperature;

  (2) 壁厚大于16mm; Wall thickness is greater than 16mm;

 (3) 含碳量大于0.20%; Carbon content is greater than 0.20%;

 (4) 焊件刚性较大,如法兰、阀门、铸钢管件、管座式三通、承插焊接件等。 Welding piece is very rigid such as flange, valve, cast steel fittings, tube socket three-way, socket welding piece etc.

 7.8.8.4 多层焊的焊缝施焊厚度不宜超过4mm. Thickness of welding seam for multi-layer welding shall not exceed 4 mm.

 7.8.8.5

 焊件接头的热处理应在焊后及时按设计要求进行,当设计未规定遇到下列情况之一时,也应进行热处理。 Heat treatment for welded joint shall be conducted timely after welding as per design. For the either of following cases, heat treatment shall be conducted as well even not required by design:

 (1) 管壁厚度大于19mm; Wall thickness of pipe is larger than 19mm;

 (2) 焊接环境低于-5℃,壁厚为16~19 mm且含碳量大于或等于0.25%的管道; Ambient temperature for welding is lower than -5℃, or the pipes with 16-19mm wall thickness and carbon content greater or equal to 0.25%;

 (3) 设计温度低于0℃,壁厚大于10mm且含碳量大于或等于0.25%的管道; design temperature is lower than 0℃, the pipes with wall thickness larger than 10mm and carbon content larger or equal to 0.25%;

 (4) 工作介质为苛性碱的管道 pipes with caustic alkali as working media.

 7.8.8.6 对于碳钢管道,有应力腐蚀倾向的焊缝焊后应作消除应力热处理,热处理后焊缝及其热影响区的硬度值应不大于母材硬度的120%且HB200。 As far as carbon steel pipe, heat treatment is required to remove thermal stress on welding seam that has the tendency of corrosion. After heat treatment, the hardness of welding seam and heat treated area shall not be greater than that of the base pipe by 120%, and shall be HB200.

 7.8.8.7 其它参见SECCO管道焊接标准SD-00-TSC-MS-0025。 Refer to SECCO's pipe welding standard SD-00-TSC-MS-0025.

 7.8.8.8 质量检查 Quality inspection

 7.8.8.8.1 管道焊接接头的外观检查和焊接接头的无损检测百分率及合格等级按设计规定执行,设计文件未规定时,按相关规范和标准执行。 Flaw detection rate and on-spec grade shall meet the requirements of the design in terms of appearance check on welding connection of pipe. Refer to related standards or codes if it is not required by design documents.

 7.8.8.8.2 安装单位自检合格后的管道焊接接头,本次项目还将实行第三方抽检,抽检比例不低于每名焊工焊接的同材料类别、同管线编号管道焊接接头的2% 且不少于一件(可以是安装单位检查过的,也可为未检查过的),抽检若有一处不合格时,必须按原规定数加倍抽检,若仍有不合格,这全部复检,不合格及全部复检的检查费用由被抽检单位承担。 The welding joints of pipe for this project, checked qualified by the construction company, is subject to the third party random check. The sampling percentage shall not be less than and 2% of the pipe (same material and same piping No.) joints welded by the same welding worker and at least one piece, the sample could have or have not been checked by the construction company. If there is one sample is found off-spec, the sampling quantity shall be doubled. If the off-spec sample is found, re-inspection for all welding joints is required. The re-inspection cost for off-spec will be borne by the construction company.

 7.8.9 阀门安装 Valve installation

 7.8.9.1 法兰或螺纹连接的阀门应在关闭状态下安装;焊接结构阀门在焊接时不应关闭,承插型式端头应留有0.5~1mm间隙,防止过热变形。 Flanges or thread-connected valves shall be erected under close-up status. Structure valve shall not be closed when it is under welding. Socket connection end shall reserve 0.5-1mm clearance to prevent over-heating deformation.

 7.8.9.2 对焊阀门组焊时宜采用氩弧焊打底,防止焊接时污染阀门。 Argon arc welding shall be conducted as a prime for butt-welding valves to prevent valves from contamination.

 7.8.9.3 在需要热处理的管道上安装阀门时,应在管段整体热处理后施焊,焊缝进行局部热处理。 When a valve is to be installed on the pipe which requires heat treatment,

 welding shall be conducted after the entire pipe heat treatment. The welding seam requires local heat treatment.

 7.8.10 低温材料检验及安装 Cryogenic material inspection and installation

 7.8.10.1

 按照国内标准生产或加工的材料,设计文件有低温冲击值要求,或设计未要求但材料的最低设计温度低于-29℃,产品质量证明书应有低温冲击韧性试验值,否则应按《金属低温夏比冲击试验方法》GB4159的规定进行补项试验。 The design documents have the requirements for impact value at low temperature for the material domestically produced or processed as per national standards. Even if the design has not defined the requirements, the minimum design temperature for material shall be less than -29 0C. The product quality certificate shall indicate the tested impact value at low temperature, otherwise the retest is required according to the stipulation of GB4159 "Sharbi impact test on metal at low temperature".

 7.8.10.2

 按照国外标准生产或加工的材料,当用于低温工况时,应按ASTM31.3的相关要求进行相应试验。 The material produced or processed by foreign standards shall be tested accordingly in line with ASMT31.3 when it is used in low temperature application.

 7.8.10.3 按照国外标准生产或加工的材料,当用于低温工况时,其焊接也应按ASTM31.3的相关要求进行相应试验。 The material produced or processed by foreign standards shall be tested for its welding accordingly in line with ASMT31.3 when it is used in low temperature application.

 7.8.10.4

 设计要求作低温密封试验的阀门,应有制造单位的低温密封性试验合格证明书。 The valve that is required by the design for seal test at low temperature shall have the qualifying certificate issued by the manufacturer for seal test at low temperature.

 7.8.11静电接地安装 Static grounding erection

 接地位置、接头形式、接地电阻、管道静电接地测试记录见SHJ 3503J406。 Refer to SHJ3503J406 for grounding location, connection mode, grounding resistance and pipe static grounding testing record.

 7.8.12管道系统试验、吹除与清洗 Test, purging and cleaning for piping system

 7.8.12.1管道试压条件确认 Conditions confirmation on pressurized test on pipes

 试验方案审批、试验台帐,焊接、热处理、探伤完成;支吊架、临时连通及临时加固正确齐全;试压方案批准;压力表校验完成 Test plan review, test management record book, welding, heat treatment, flaw detection; pipe hanger and support, correct temporary connection and fastening; pressurized test plan approval; pressure gauge calibration completed.

 7.8.12.2管段试压 Pressure test on pipe section

 检查试验压力、升压速度、保压时间、管道焊口耐压情况及试验记录。 Check test pressure, pressure increasing rate, pressure retaining time, situation of pipe welding seam pressure resistance and testing record.

 7.8.12.3 其他要求见SECCO管道的现场压力试验 SD-00-TSC-PP-0009。 Other requirements refer to SECCO's pipe pressure test at site SD-00-TSC-PP-0009.

 7.8.13工程中间交接 Engineering intermediate takeover

  7.8.13.1 参加“三查四定”的检查工作; Participate in "three-check and four-identification"

 7.8.13.2 对“三查四定”中检查出的问题,跟踪落实,督促施工承包商限期整改; Track down and solve the problems exposed during "three-check and four-identification" and urge and supervise construction contractor to correct it within the deadline.

 7.8.13.3 对“三查四定”提出的问题进行检查验收,协助办理工程中间交接。 Check and make the acceptance for the problems exposed during "three-check and four-identification". Assist to handle the intermediate take-over.

 7.8.14竣工验收 Completion acceptance

 7.8.14.1督促施工承包商平时注意施工资料和技术资料的同步签署和收集工作,防止技术资料的散失,更要防止弄虚作假、编造不实资料; Supervise construction contractor to pay attention to collect and sign the construction and technical documents at the same pace to prevent documents from missing and cheating and falsification.

  7.8.14.2 督促施工承包商编制交工技术文件并进行审查、审核; Supervise construction contractor to compile and review the technical documents for take-over.

 7.8.14.3 督促施工承包商做好质量评定资料,对单位工程进行质量评定有关资料进行评定和签署。 Supervise construction contractor to prepare quality assessment documents. To evaluate and sign the documents for quality assessment on itemized construction.
